SUMMARY:Workshop // Nudge: Behavioral Objectives and Technological Means
DESCRIPTION:Workshop (part of the CEPS Seminars) \nNudge: Behavioral Objectives and Technological Means \nVenue: Sala CEPS (Edifício ELACH)\, Campus de Gualtar\, Universidade do Minho\, Braga \nDate: 18 March 2024\, 10h \nContributions by:  \nStefano Calboli (University of Minho) \nMarta Santos Silva (University of Minho) \nCristiana Cerqueira Leal (University of Minho) \nViktor Ivankovic (Institute of Philosophy\, Zagreb) \nBart Engelen (Tilburg University) \n  \nAbstract: Nudges are policy instruments that have caught the attention of more attentive policymakers worldwide. They are gentle pushes that leverage certain human cognitive limitations rather than relying on coercive interventions and economic incentives and disincentives. This workshop will address some ethical aspects related to the pursued outcomes\, the use of artificial intelligence tools and social robots\, and the status of nudges compared to other forms of influence made available by emerging technologies \nProgram: https://sites.google.com/view/ceps-workshop-on-nudge/home-page \nZoom link: tinyurl.com/nudgeworkshop

SUMMARY:Alejandro Berrotarán // Taxes and property rights: the conception of property underlying the principle of ability to pay
DESCRIPTION:CEPS PhD Seminars \nTaxes and property rights: the conception of property underlying the principle of ability to pay \nby Alejandro Berrotarán (UNC – Argentina) \nBio: Alejandro Berrotarán is an Assistant Professor and a PhD candidate in law at the National University of Córdoba (Argentina). He has been a visiting researcher at the University of Melbourne (Australia)\, the University of Girona (Spain)\, and the Université catholique de Louvain (Belgium). His research focuses on distributive justice\, tax law\, and the inheritance of wealth \nAbstract: The traditional view on taxation considers taxes as a necessary moral evil. A moral evil because they affect the taxpayer’s moral right to private property\, yet necessary for the functioning of the State. This presentation challenges the conception of property rights that underlies the traditional way tax principles and taxes are perceived. In contrast to the prevailing pre-institutional conception of property rights\, it advocates for an institutional conception. By analyzing the principle of ability-to-pay\, it critiques the normative assumptions inherent in the way taxes are understood and proposes an alternative institutional approach grounded in Kant and Rawls. This institutional view offers a principled approach to limit State tax authority and reconcile the perceived conflict between tax collection and private property rights\, thereby reshaping State views of taxation \nLink zoom:  https://shorturl.at/qQSW0

SUMMARY:Hugo Rajão // Could the need for housing challenge UBI's effectiveness as an exit option for workers?
DESCRIPTION:The Centre for Ethics\, Politics and Society (CEPS)\, University of Minho \nCEPS Seminar Meetings\, Wednesday\, February 28 at 11h (GMT) – hybrid format \nHugo Rajão (CEPS)\, “Could the need for housing challenge UBI’s effectiveness as an exit option for workers?” \nAbstract: It is widely claimed that Unconditional Basic Income (UBI) has the potential to enhance economic freedom and fairness in labor relations\, contributing to the de-commodification of labor\, by reducing workers’ exit costs associated with leaving their jobs. These exit costs are influenced by the quality of alternative options available to individuals. \nA significant proportion of workers\, particularly the most vulnerable\, depend solely on their work wages to fulfil their material needs\, leaving them with no viable alternative but to accept prevailing working conditions. In essence\, they are compelled to sell their labor power under conditions they might reject if presented with reasonable alternatives. Consider a scenario where everyone receives a UBI that covers at least a threshold for the most basic needs. The prerequisites for subsistence are often the primary reasons people are most willing to compromise on other aspects of their lives. With these needs assured by the UBI\, affected workers would genuinely have the option\, especially in extreme situations\, to escape from undesirable workplaces. Establishing a universally agreed-upon definition of the basic needs threshold is challenging. However\, certain basic needs\, such as the need for housing\, are less controversial indicators of poverty. Housing is widely accepted as a crucial factor\, and very few would consider someone without access to housing as non-poor. More importantly\, few would be willing to forgo employment if it meant losing their housing. So\, for UBI to serve as a viable exit option\, it must adequately cover the need for housing. Otherwise\, people would not be willing to give up their jobs and live solely on UBI. However\, proposed UBI amounts are often modest\, falling below the minimum wage for full-time employment (as seen in the case of Portugal).  Assuming people adjust their expenditures to their expected income\, the gap between UBI and wages may require a significant readjustment of expenditures to the budget\, potentially hindering the decision to leave a job. While this expenditure adjustment applies to all basic needs\, some are more adaptable to budget constraints than others. \nAs explored in this paper\, the need for housing poses a particular challenge. Housing costs\, including credit and rent\, exert more pressure on the budget compared to other basic needs (like food). Due to the gap between UBI and wages\, living solely on UBI would intensify this budgetary strain. Additionally\, housing involves other kinds of burdens that make readjustment between expenditures and income more difficult\, compared to other basic needs\, such as fixed prices\, contractual obligations\, limited consumption alternatives\, search and seek efforts\, logistics costs\, community ties\, identity considerations\, relational costs\, and hurdles associated with returning to a prior living situation. Therefore\, due to the imperative need for housing\, UBI alone may prove insufficient to meet individuals’ most basic needs\, thereby limiting its effectiveness as a genuine exit option for workers. \nThe session starts at 11h (GMT)\, and will take place in Sala Ceps (Edifício ELACH) – Campus de Gualtar\, Universidade do Minho. What trade-offs do we need to consider?\nWhat can empirical evidence tell us about the long-term impacts of basic income? Do we know the impacts on labor markets\, institutional trust\, and social cohesion?\nWhat are the ex-post consequences of a UBI policy\, either in the short\, medium\, or long-term perspectives? How would it affect educational or health outcomes? What does it tell us about basic income as a superior policy\, considering other alternatives?\nWhat do we know about basic income’s possible impacts on the ecological transition?\nGiven its high costs\, how can we judge its short-term financial cost and its perceived long-term benefits?\n\nThe submission deadline is January 31\, 2024. SUMMARY:Catarina Neves // Why should we be grateful for the welfare state?
DESCRIPTION:CEPS PhD Seminars \n  \nWhy should we be grateful for the welfare state?\nby Catarina Neves (CEPS) \nBio: Catarina Neves is a doctoral researcher in Political Philosophy at the Center for Ethics\, Politics ans Society\, with the thesis “Justifying an Unconditional Basic Income: reciprocity\, productive justice and the impact of UBI in the labor market”. She is also invited assistant at the Nova School of Business and Economics in Lisbon\, where she teaches Ethics. \nShe is co-author of a book on basic income experiments: Basic Income Experiments. A Critical Examination of Their Goals\, Contexts\, and Methods (2022)\, published by Palgrave Macmillan. \nAbstract: This talk is based on a working idea gratitude and the welfare state. I aim to show that there is a political obligation of gratitude to the welfare state which determines support for the maintenance and enlargement of benefits. To do so\, I will first outline the concept of gratitude\, what it means\, what is it implied when we are grateful and connect it with similar concepts such as reciprocity. I will then argue why we should be concerned with gratitude\, exploring concerns from relational equality namely at an institutional-individual level (Voigt\, 2018\, p. 439; Schemmel\, 2012; Shiffrin\, 2017). Finally\, I will attempt to illustrate some institutional implications of this view\, namely the conditions where gratitude is warranted (or not)\, and what this obligation might require citizens to do. \nLink zoom:  https://shorturl.at/qQSW0

SUMMARY:Francesca Sofia Alexandratos // The Life of Power: Recognition\, Nature\, and Critique of Power
DESCRIPTION:The Centre for Ethics Politics and Society (CEPS)\, University of Minho \nCEPS Seminar Meetings\, Wednesday\, February 7 at 15h (GMT) – hybrid format \nFrancesca Sofia Alexandratos (CEPS)\, “The Life of Power: Recognition\, Nature\, and Critique of Power” \nAbstract: The talk will focus on the struggle of contemporary recognition theory in addressing power relations and will contend that early American pragmatism’s concepts of life can inform a critical approach to power relations. \nThe first part of the talk will be dedicated to the analysis of the contemporary paradigm of recognition. I will contend that recognition theory approaches human self-realization by mainly considering subjects’ social-practical existence and defines recognition as a relationship of affirmation that is constitutive to develop a good experience of oneself as an individual with social worth. I will consider that this paradigm is essential to critically approach manifest contexts of social domination but is insufficient to detect contexts of domination reproduced through ambiguous relationships of recognition. \nThe second part of the talk will identify the reason for this theoretical limit in the lack of a consistent consideration of human beings’ natural-practical existence\, as natural beings in a constitutive interaction with the external environment\, and the role of recognition thereof. Finally\, I will argue that early American pragmatism provides a naturalistic but non-reductionist metaphysical framework wherein the process of human living interaction with the external world is investigated in-depth\, and that a strong interpretation of recognition’s normative meaning for the critique of ambiguous power relations is at hand. \nThe session starts at 15 (GMT)\, and will take place in Sala Ceps (Edifício ELACH) – Campus de Gualtar\, Universidade do Minho. SUMMARY:Elena Icardi // Structural Economic Domination: Workplace Democracy or Democracy Tout Court?
DESCRIPTION:The Centre for Ethics Politics and Society (CEPS)\, University of Minho \nCEPS Seminar Meetings\, Friday\, January 26th at 11h (GMT) – hybrid format \nElena Icardi (CEPS) \n“Structural Economic Domination: Workplace Democracy or Democracy Tout Court?” \nWe welcome Elena Icardi to discuss her paper “Structural Economic Domination: Workplace Democracy or Democracy Tout Court?” \nThe session starts at 11h (GMT)\, and will take place in Sala Ceps (Edifício ELACH) – Campus de Gualtar\, Universidade do Minho. You’re also welcomed to join us online\, through the following Zoom link: tinyurl.com/CEPSSEMINARS2324 \nAbstract: Despite the existence of employment contracts\, in contemporary capitalist societies workers are often at the mercy of their employers because of the significant power asymmetry between them. This poses a serious challenge for neo-republicanism\, the strand of contemporary political philosophy that advocates freedom as non-domination. To meet this challenge\, some scholars have proposed workplace democracy. Namely\, the idea that in order to get rid of employer-employee domination in the workplace\, workers should have a say in workplace decision-making. Although workplace democracy may seem appealing\, I argue that it is redundant in the face of structural economic domination. In a capitalist system\, all individuals who cannot challenge the rules of the labor market\, whether they are employees or unemployed\, are dominated by those who control these rules. Thus\, to overcome structural economic domination\, everyone\, not just those within the workplace\, should have the ability to challenge the economic structure\, including labor market regulations and workplace organization. Rather than advocating for workplace democracy\, I hence propose a political capillary democracy to address these issues at various levels (national or local) and in different spaces (cities assemblies\, trade unions\, etc.). The rationale is that every citizen should have a say on these issues in order to ensure that no one is at the mercy of anyone else’s economic power

SUMMARY:[PDRHP] Daniel Kapust & Tae-Yeoun Keum
DESCRIPTION:POPULISM\, DEMAGOGUERY AND RHETORIC IN HISTORICAL PERSPECTIVE\n(PDRHP)\nSEMINAR SERIES\n\nPDRHP is a research project dedicated to the study of populism\, demagoguery\, and rhetoric in historical perspective. The project is funded by the Foundation of Science and Technology (Portugal) and based at the Centre for Ethics\, Politics and Society of UMinho under the coordination of Giuseppe Ballacci.\nPDRHP hosts a regular seminar series\, in an online or hybrid format. The first session of the seminar will be held on: \nDecember 5th\, Tuesday\, 4 PM (Lisbon time)\n(11 AM New York\, 1 PM Brasilia\,  4 PM London\, 5 PM Paris. For other locations click here) \nThe session will feature two speakers: \nDaniel Kapust (UW-Madison) \n“Demagoguery\, Populism\, and Political Culture in Cooper’s The American Democrat” \nThis paper explores James Fennimore Cooper’s account of demagoguery and its relationship to flattery in The American Democrat. Putting Cooper into conversation with earlier works on the relationship between democracy and flattery\, including Edward Wortley Montagu’s Reflections on the Rise and Fall of the Ancient Republicks and Plutarch’s How to Tell A Flatterer from a Friend\, it argues that Cooper’s account of the demagogue both draws from a long tradition of linking demagoguery to democracy\, and deploys the trope of the flatterer to develop an account of the true friend of democracy—and thus the opponent of the dangerous demagogue. \n  \nTae-Yeoun Keum (UC Santa Barbara) \n“Between Epistemology and Politics: Voltaire’s Democratic Socrates”\n \nThe paper offers a novel reading of Voltaire’s Socrate (1759) that situates it in the context of the philosophical movements that contributed to the construction of “the Enlightenment Plato.” It sees Voltaire’s play as an act of canon formation in the modern reception of Plato and Socrates. On this account\, the play can be understood as the extension of a broader effort to navigate an interpretive crossroads that emerged in the Enlightenment\, as eighteenth-century readers of Plato sought to negotiate between two dominant traditions in Platonic reception: Neoplatonism and Academic Skepticism. What was essentially an epistemological compromise between these two ancient traditions\, however\, gains a political aspect in Voltaire’s play. The resulting portrait is one that aligns Socrates with a recognisably modern vision of democracy\, conceived in contradistinction to the pathologies that were a commonplace in traditional critiques of democracy.\n \n\nHOW TO PARTICIPATE?\nThose interested in attending the seminar are invited to follow the event on this Zoom link. \nThe seminars are open to everyone. \nFor inquiries\, contact gballacci@elach.uminho.pt or thomas.zicmandebarros@sciencespo.fr

SUMMARY:Marta Nunes da Costa // Democratic Despotisms
DESCRIPTION:CEPS SEMINARS SERIES IN ETHICS AND POLITICAL PHILOSOPHY \nMarta Nunes da Costa (Federal University of Mato Grosso do Sul)\nWorkshop on Democratic Despotisms (The new book by Marta Nunes da Costa) \nABSTRACT:\nIs it possible to speak of democratic despotisms\, to attribute the adjective “democratic”\, in the plural\, to despotism? Can there be several types of despotism\, simultaneously\, in a democratic horizon? This book is born form the intuition that the answer to this question is positive; however\, like any work that requires the activity of thinking\, the initial hypothesis had to be tested.\nThrough a dialogue with Alexis de Tocqueville\, Carl Schmitt\, Hannah Arendt and Michel Foucault\, this book reconstructs some of their political concepts in order to create a broad theoretical horizon in which we will move. Having set its conceptual horizon\, it then progressively builds a diagnosis of our present condition. Despite the difficulties and aporias brought about by liberal democracy\, it is necessary to become aware that it has anti-democratic\, anti-liberal and even totalitarian seeds within. Human beings oscillate between the search for security and certainty\, brought about by the establishment and maintenance of order\, and\, on the other hand\, the desire for a freedom that allows them to believe\, to be and to live with others.

SUMMARY:Nicola Piras // Social Ontology and Health Eating Policies
DESCRIPTION:CEPS SEMINAR SERIES IN ETHICS AND POLITICAL PHILOSOPHY \nNicola Piras\, “Social Ontology and Health Eating Policies” \nAbstract:\nThe increasing awareness in Western societies of how diets and foods can influence human health has brought the topic of healthy eating policies to the center of public debate. The purpose of this talk is to expand the toolbox of policy makers working on those policies by introducing two additional devices\, borrowed from social ontology. The first is what I call ontological targeting. It aims to determine the entity that should be targeted by a healthy eating policy\, e.g.\, a diet\, a macronutrient\, or a particular food. The second is a social pressure analysis\, which can assist policymakers in evaluating how social groups can influence individual eating behaviors. Lastly\, I will discuss how these tools can work together in a complementary manner to enhance the effectiveness of a healthy eating policy aimed at reducing meat consumption.

SUMMARY:Shlomi Segall // To be (Disadvantaged) Or Not to Be? An Egalitarian Guide for Creating New People
DESCRIPTION:CEPS SEMINAR SERIES IN ETHICS AND POLITICAL PHILOSOPHY \nShlomi Segall (The Hebrew University of Jerusalem)\nAbstract:\nThe late Derek Parfit held that in evaluating the future\, we should ignore the difference between necessary persons and merely possible persons. This paper looks at one of the most prominent alternative to Parfit’s view\, namely Michael Otsuka and Larry Temkin ‘Shortfall Complaints’ view. On that view we aggregate future persons’ wellbeing and deduct intra-personal shortfall complaints\, giving extra weight to the complaints of necessary persons. This paper offers a third view. It rejects Parfit’s No Difference View in that it registers a difference between necessary and possible persons. But it also rejects the Shortfall View and replaces its intra-personal complaint mechanism with inter-personal complaints. It argues that the value of a population is its aggregate prioritarian value minus the egalitarian complaints that necessary persons hold. I offer three objections to the Shortfall view: it is vulnerable to Downward Spiral\, Extinction\, and Avoiding Improvable Lives. The egalitarian view\, in contrast\, has all the explanatory power of the Shortfall view\, while succumbing to none of the objections that felled it.

SUMMARY:Angel Rivero // The future of centre-right parties in Europe: the challenge of Populism
DESCRIPTION:CEPS SEMINAR SERIES IN ETHICS AND POLITICAL PHILOSOPHY \nAngel Rivero (Universidad Autónoma de Madrid) \nAbstract:\n“Probably nothing has done so much harm to the liberal cause as the wooden insistence of some liberals on certain rules of thumb\, above all the principle of laissez-faire capitalism” Friedrich Hayek\, The Road to Serfdom\, London: Routledge\, 2001\, p. 18.\nThe end of the first decade of the 20th century was marked by the crisis of the social democratic parties in Europe. At that time\, the economic crisis unleashed in 2008 did not mean an increase in support for these parties\, because in many parts of Europe the workers\, their traditional voters\, found refuge in centre right parties\, because they were seen as superior in managing the economy; or in populist parties that sought to combat unemployment by blaming cosmopolitanism. The former promised to fix the economy\, the latter promised to restore the safe world of post-war Europe by stopping deindustrialization; by closing borders; by implementing economic protectionism; by deploying anti-immigration policies; and by leaving the European Union.\nHowever\, while much attention has been paid to the crisis of social democracy and the rise of populism in Europe\, much less has been studied about the slow-motion crisis of the European centre-right parties. Apart from the books by Tim Bale and Cristóbal Rovira Kaltwasser (eds.)\, Riding the Populist Wave. Europe’s Mainstream Right in Crisis (Cambridge\, Cambridge U.P.\, 2021); and Ángel Rivero and Edurne Uriarte (coords.)\, The future of the centre-right in Europe (Madrid\, Tecnos\, 2022) little or nothing has been said about the circumstance of the crisis that these parties are going through in many European societies.\nIn this seminar I would like to explain how the parties of the centre right have been fundamental in the construction of European democracy in the second post-war period. In the case of Western European parties\, the centre right designed the architecture of their democracies by guaranteeing peace\, freedom\, well-being and prosperity for long decades. Though often forgotten\, the European model of freedom and welfare was the work of centre right parties in Germany\, Italy\, and France. In Great Britain\, the exception\, it was created by Labour in 1945\, with the great electoral victory of Clement Attlee\, but immediately afterwards it was managed by the British Conservative party\, which endorsed the welfare state and ruled most of the remainder of the 20th century and the beginning of the 21st century. Contrary to common opinion the post-war consensus in Europa was the work of the centre right and encapsulated the modern liberal\, Christian democratic and One Nation conservatism ideal of an integrated and free society.\nIn the case of the southwestern European democracies\, Portugal and Spain\, the centre right parties were also crucial in the construction of their democracies and in the development of their mechanisms of social integration. In Portugal\, without the political action of the PDS and the CDS\, the triumph of a revolution with totalitarian overtones would have been somewhat feasible and\, without a doubt\, it was during the governments of the Portuguese centre right when the 1976 Constitution was reformed in a democratic sense\, eliminating the military tutelage over the executive and the legislature\, and later restoring economic freedom.\nIn Spain\, the process of transition to democracy was led by the centre right\, the UCD\, and its political heritage ended up being integrated into the Popular Party in 1990 under the leadership of José María Aznar. Since then\, the PP has alternately been in the government or led the opposition.\nIn this seminar I will show that the golden age of the European centre right parties were the years between 1945 and 1975\, years in which the model that combined liberal democracy and the social market economy created a free and integrated society.\nHowever\, with the oil crisis of the 1970s\, the model entered in crisis because its economic foundations broke. As I will show\, just as in 1945 it had been the parties of the centre right that had led the political organization of Europe providing security\, freedom and well-being\, again in the crisis of the 1970s\, it is the parties of the centre right that led the response to the crisis of the welfare state.\nThis response was the so-called “new right” of Margaret Thatcher who sought to end not only the economic dysfunction of the welfare state but also the social ills associated with it. In the centre right tradition\, the state had a subsidiary function in the organization of society. This meant that a healthy society is one that is capable of self-organization but that\, given the complexity of modern societies\, the State must intervene in a subsidiary way in everything that society cannot do on its own.\nIn other words\, State intervention is good if it serves the purpose of creating a society of independent and responsible individuals; but it is bad if that threshold is exceeded and the society that is created is made dependent on the State. It is this state-dependent\, passive\, and irresponsible society that Margaret Thatcher called socialism.\nThe centre-right parties\, in general\, tried to combine their social market economy model with the imperative to restore social responsibility. In more individualistic societies\, such as the British\, the success of this model was attested to in the fact that it ended up dragging the Labour Party into a “Third Way” which in practice meant the total abandonment of socialism and reconciliation with liberalism. In Germany and Spain similar movements took place within the centre-right parties but also by the social democrats.\nIn general\, this political vision has been derogatorily called “neo-liberalism” although no one among those who defended it identifies with this label. And although nobody likes the label\, it can be used to name a new political and social consensus that lasted the last decade of the 20th century and the first decade of the 21st century. That is to say\, the time that goes from the collapse of socialism 1989-1991 to the financial crisis of 2008\, twenty years of liberal hegemony in the political and economic spheres.\nWell then\, the root of the still present crisis of social democracy is found in the fact that the parties of this obedience are too tied to the globalizing ideal of neoliberalism; but the root of the crisis of the centre right parties is also linked to this same circumstance.\nIf the social democratic parties saw that their voters sought protection in nationalist\, sovereigntist parties that blamed globalization and capitalism for their ills\, the centre right parties have been losing voters as their political space has fragmented and been divided among a multitude of parties located on the right. Of course\, this circumstance is different in each of the Western European countries\, but in the seminar\, I will show that there is a common pattern that allows us to speak of a crisis of the centre right.\nMy purpose will be to detect the reasons for this crisis and venture the way in which the centre right parties could\, as Bale and Rovira say\, ride the populist wave.

SUMMARY:Stefano Calboli // ChatGPT\, OpenAI's new AI software\, and its impact on education
DESCRIPTION:CEPS SEMINAR SERIES IN ETHICS AND POLITICAL PHILOSOPHY \nStefano Calboli (CEPS)\, “ChatGPT\, OpenAI’s new AI software\, and its impact on education” \nJoin us on Zoom next Thursday\, February 16th at 12h00\, Lisbon time\, to participate in a seminar about the uses and limitations of ChatGPT\, OpenAI’s new AI software\, and its impact on education. Stefano Calboli will give a presentation on the topic.\nAbstract:\nIn this brief presentation I discuss the impact of two products by Open-Ai\, chat-GPT and GPT-3 on students’ comprehension\, their evaluation by professional educators\, and how the latter operates.\nI begin by giving some basic information on chat-GPT and GPT-3 and outlining what lies behind their ability to respond properly (often\, not always) to prompts. I move on to critically overview the scientific literature and opinions expressed by authoritative scientific magazines and newspapers. I conclude by advancing some take-home messages hinging on the belief that AI-based tools are here to stay and we all – students and professional educators included – have to learn to live with it.

If contemporary market societies have a tendency to concentrate wealth and capital\, the taxation of inheritance and of inter vivos gifts may be one important way to mitigate this dynamic. Whether inheritance should be taxed is an issue that has\, however\, been fairly neglected by theorists\, particularly in the realm of political philosophy. There is also evidence that it arouses a greater deal of opposition than other purportedly egalitarian proposals\, namely a wealth tax; opposition not only from the most advantaged but also by those who could gain the most from it.\nA concern with the fair value of equality of opportunity may be a consideration in favour of an inheritance tax of some kind. John Rawls defines fair equality of opportunity as equal access to elite positions within institutions (e.g.\, education\, but also political offices\, jobs\, amongst others) for persons who are similarly endowed and motivated. Unequal wealth inheritance concedes some a comparative advantage in the pursuit of further education and in obtaining cultural resources – in the form of travel\, for example – that afford one a greater chance to succeed. Concerns with the impacts of segregation and transmission of social capital might also favour inheritance taxation\, if we establish the role inheritance has in transmitting both financial and non-financial capital.\nBut arguments against inheritance taxation need to be taken seriously\, and raise important concerns for a theory of distributive justice\, but also claims of economic efficiency. Liberals might argue in defence of inheritance as an important and strong incentive to accumulate wealth. Such an incentive might be essential for further investments and the promotion of economic growth through private ventures. It may also be that inheritance helps keep the middle-class from shrinking\, especially during periods of slow wage growth for younger adults.\nInheritance\, and its taxation\, lies in the intersection of universal claims (such as the fair value of equality of opportunities) and claims of partiality. In this respect\, concerns with how taxing inheritance might jeopardise family values might justify having unrestricted inheritance flows\, particularly within families.\nFinally\, it is important to consider how inheritance fits in the institutional framework of a theory of distributive justice. It is particularly important to understand how to include inheritance tax within existing tax systems\, while trying to accommodate the subtleties of the moral arguments one might claim when arguing in favour of taxing inheritance. Such considerations are of particular relevance for public policy and will also be considered in our discussion. \n\n[/vc_column_text][vc_btn title=”Visite Event Website” shape=”square” color=”danger” align=”center” link=”url:https%3A%2F%2F13thbragasummerschool.weebly.com%2F”][/vc_column][/vc_row]
